Well, I think one reason why no one is reporting is that, they may not have a reason to report something. Think of it this way, if a user is always or most of the time posting curses or etc., one may think, it's always like this, nothing new so why report anyway. I'm sure other people already have since this is often.

Think of it this way, if a user is always or most of the time posting curses or etc., one may think, it's always like this, nothing new so why report anyway. I'm sure other people already have since this is often.

Thing about that is, Is that if a post violates the rules, then it should be reported. Just because someone may always curse, in your example, its still against the rules and should be reported.
