In terms of power,yes, he would be considerably stronger if he had his shikai, but he would still be defeat able by other captains because of his fighting style, and over all control of his spiritual pressure. And even if he achieved bankai he would still be weaker than Halibel who I'm guessing to be #3 (from what I can tell by looking at his display of full power so far and the average increase in strength per number between the espada) So in other words, #1-3 should be able to take on any captain one on one and win pretty much 100% of the time. I'm guessing the First ans Second would be pretty much strong enough to take on Yamamoto and shake up the old man a bit.
