It's not the purple cloth that prevents anything. It's the rosary (the beads) that seal away the power.

Hon have you ever tried wearing beads tied to ur skin? Evetually it starts to hurt like heck. Besides, try sealing a jar with just wire and see what u get.

And it's also probably a design feature anyway. But notice that he only use the Kazaana (wind tunnel) when he removes the rosary.

Yeah, but once in one of the BOS eps, he uses the Wind Tunnel, closes his hand, and it stopps. (No there are no beads) Whats with that? Or at least I think that's what happened.

And on the hand thing, according to the manga he can close normally (i mean he would have died at birth if he couldn't) but let's face it, he can't keep his hands closed forever, plus the beads help slow the speed of the curse (the groeth of the hole).
