As mentioned before, Juggernaut is entirely invulnerable except for mental attacks, which the Hulk is incapable of. Juggernaut can also walk right through a moving train and tanks without slowing down, which the Hulk cannot. Of course, the Hulk just run away by doing that jump thing that he does.
