Absolute Anime

I dont remember much but the main character was a teenager and he was trying to get to a city in the sky. and they were getting chased by a big cyborg thing. the main parts i remember is one where they are cornered and dog barks at the cyborg and it cuts the dog to pieces super fast with whip things that came out of its hands. then at the end the boy tried to crawl up the cable things that lead up to the city in the sky and a spiky ring that goes up and down the cables knocks him off. then i think they put his body in a basket tied to a air balloon and floated him away.

never seen the movie since. i saw it in the late 90s

Battle Angel Alita or Aletia something like that.
