I think that is a fan made piece of fanart in anime style for the Jrocker Mana, it looks a lot like him, and you can tell that the piece isn't really really clean like it would be from an anime or game, it's fanart.

I found the pic that looks the most like it...I hope the small differences make it..NOT be that thing....I have seen some game art that looks like that however not that sketchy..hope it's cocept art..
