Is Paper Mario on the Wii Shop Channel

When I saw it on Nintendo Power Magezines, I figured I should play it after seeing it get featured on the wii channels page. I went to the shop channel but it wasn't there. Then I went to IGN and it's US release info said "Unreleased". Now I can't tell if you can download it off the Wii Shop channel. How was Drew Williams able to get the game off the Wii channel. Did he get a Japanese Wii or something?
