I don’t think this is an Anime character but more of a character who some made up.

At first i thought so too, but there are several images of these type of fox/cat girls all over the net, exact same style, not to mention a few anime that have the same styled eyes, which in this case i beleive is the artists trait, they are soo pretty.

I'll have to say i's just independent art. Anime character's aren't usually that detailed
