Absolute Anime

Me and a friend have been trying to figure out who this character is and what show is she from. At first she reminds me of Gundam Wing just because of the style and demeanor

Not sure who it is. But I don't ever remember anyone looking like that in Gundam Wing.

There was a guy in the series called Generator Gawl that looked like him. Not sure if I remember him having such horrible fashion sense though.
