Trying to help a find an anime about a killer Penguin.

There is an anime title I'm looking for about a killer penguin that saves a girl from drowning. Here is something else she stated that might help with finding it. "the anime with a killer penguin was made either in the 95 to 05 or 06. The main character girl came from another town, that might narrow it down. The killer penguin isn't one of a kind, there are different ones. It looks like a stuffed animal."
We don't really have much info on it aside from the penguin had a lot of weapons. But it would be cool if we could find the title to it. Any ideas?
