Absolute Anime

I am pretty new to this forum and hope it's the right place for asking help. As the title says, I Need help identifying an old movie. Basically, it's about a teenager, who lives with his younger brother in an old rusted Volkswagen Beetle in an alley in a big city. Sorry for the vague description, but this is most prominent thing I can remember about this movie.
