It pretty much helps him stay warm and it's harder than any armor.
That's basically what it's for- heat and protection.

It's his tail, plus he uses it has a whip as you may have noticed when Shess and Inu were fighting for Tessaiga the first time.

Shess girl don't forget they are demons not just dogs.
You can also see Kirara which is a cat (actually a nekomata) and she has 2 tails.
And in japanese mythology you find 2 tailed dogs, nine tailed foxes (kyuubi demons), 3 tailed foxes and so on, so I guess you can take my word for it.

And Zaraki- How should I know? BUt if you're talking in real life I can answer- it's cause the sky's atmosphere reflecs the sea's color and vice-versa.
