Moderator system

The Moderator system should be changed back to the old way. to me, it would be alot easier with just having an application being Pmed to webmaster. I don't think public mod apps is a good idea. Maybe if there was a way where when the application was filled out and completed to the webmaster, he can post it under a sub-forum or forum with the users name and what they said to him.

I changed it for a reason. I was being flooded by mod apps and I don't have time to look over them all. Public apps have other advantages as well, such as showing how well you can handle criticism.
