Nope. I haven't read the whole thing, but he is the guy who influenced leaders in underdeveloped countries (ex: Southern/Latin Americas) to accept money from the World Bank and USAID. In The Shock Doctrine I just read how both the IMF and World Bank bullied Poland after Solidarity took power. Solidarity didn't want to pay the debt that the country amassed when under Soviet control, but the US (Bush Sr.) said they had too. Jeffery Sachs though went the Poland and ended up renegotiating their debt with the IMF and the World Bank, even though he did encourage them to not pay it. And Sachs even got the IMF and the World Bank to give them money to help out with the country (Poland was in an economic mess). But when Poland took the money, they were forced to implement programs as a condition.
