I need help identifying this character

i been trying to figure out who this character is for a really really long time and i thought it was Jo from Burst Angel but its not shes a neko i think. so does anyone know?

There's a good possibility that its just a character someone made up. I've seen that pic around alot, but I don't believe it actually belongs to any series.

I'll see if I can find anything out for you though if it turns out it is from a series.
