Hiei. He not dumb the only thing that Kurama has that Hiei dosent is that Kurama studies his enemy's moves insted of rushing in. But Hiei is better because of the Dragon of the Darkness Flame.

Hard to say. Somewhat of a coin toss. They have both known each other for a long time which means they both know each others fighting styles. I'd say Hiei has a slightly higher chance of winning cuz of his speed and he is physically stronger than Kurama.
