Yes it does, but Maha(not Phase 6 or Mia) was the first to create a twilight bracelet and then made a shell to protect her creation, so Aura wasn't the first one to create a twilight bracelet.

Yes all phases and Aura can make twilight bracelets, Maha was the first to do just that, but all the bracelets are weaker than the phases, as shown by what happened to Ginkan(episode 1 of .hack//sign and spoilers partly data drained by a by a dawn wonderer, which is why he asked BT to heal him(in a help, l've fallen and l can't get back up kind of thing, not to mention suffering more memory loss. end spoilers
