No, Morganna lifted him up, created Skeith, and a staff, Sora was data drained, but he did not become Skeith's staff, Sora's PC data was merely trapped in Skeith's staff, but in .Hack//Outbreak,

Kite frees Sora's PC data from Skeith's staff, and in return, gets Sora's blades, since Sora's weapons is called Last Betrayal.
