I need to find out the name of this ANIME!!

Hello! When I was little, I saw this ANIME Movie on TV, when I used to live in Russia,that I LOVED and now I am trying to find this movie..But there is only one big problem; I don't know it's name!:(

All I know is that it's a movie from mid 1980s to 1991(the latest).

From what I can remember about the story:
It was happening in a kingdom protected by a huge dam that was separating the city from water.
The princess from this kingdom was in love with a prince from another kingdom. Then she kills him and kills herself because they couldn't be together.
There was like a floating space ship in the sky above this kingdom: it was like heaven..when a person dies, his/her soul transforms into something that looked like a bird and it flies away to this floating ship(heaven).
In the end the dam got open and the city was inundated by a huge amount of water.
When the main character came back from a journey, everybody was dead. Then he found his wife (or a girlfriend) but it was only her ghost who was waiting for him. PS: his girlfriend had a pet and it was a little squirrel that was most of the time on her shoulder...and the squirrel survived.

Thats about it. It was a fantastic japanese animated movie that impressed me a lot and i didn't get a chance to see it as an adult to understand it better.
Can PLEASE someone who would know about this movie help me by giving me the name of this movie.

It was released in the US once under the title Windaria, it's been re-released again under the title Once Upon a Time.

It's got a real downer ending.
