What movie is this? Older Japanese animation...

When i was little I loved a Japanese animation movie about a little girl. I remember she picked rice on a hill and there was a dragon in a lake who she befriended.
Her mother was a spirit in the clouds. It was not really a funny movie but more dramatic..

I don't really remember anything else about it, but I would like to know the name of it. I have looked all over the internet..
It was made probably in the 1970's or 80's...?
