Do you know this anime character?

This past year at Anime Expo I saw a costume, and am trying to place what character it was, and what anime it was from. The costume appeared to be a cloud-like bikini. It was made of white cotton balls, and only covered the body as a bikini would. I am not familiar with this character or anime and would appreciate any help. Thanks in advance.

I think that's Naruto useing his female ninja centerfold trick. It's a blonde doing this correct? I've seen the same thing, some girl running around in a flesh body suit with clouds around where the bikini would go.
