Help me ID an old anime

I saw part of it on Nickelodeon back in the early 1990s. I believe it was a movie but I'm not entirely sure. There was a blonde pied-piper character that attracted animals to be turned into frozen blocks and transported away. A glowing light froze the animals, which would turn into something like a wizard. The piper was under the wizards control? Two animals managed to escape and get on the transport.

I still occasionally have nightmares of the animals turning into frozen blocks.

Any help is appreciated.

I dunno it, but since it was on Nickelodeon, try going to Wikipedia to look at their history of shows that were shown on the TV station, or search Wikipedia for anime with that description

Woah, that kind of reminds me of Narnia (The second book. ) "the lion' the witch and the wardrobe" Cause like, they get stuck in the snow world and the Ice queen turns everyone into blocks if they disobey her with her lamp post. And there are two beavers. And so on..
