If your talking about best as in favourite I could agree with the punisher from RE4.

But best in terms of effectiveness you'd have to go chicago typewriter or infinite rocket launcher. I think. :o

Perfect Dark has heaps of wicked weapons. Laptop gun comes to mind as being one of the cooler/better ones.
