My Dragonball related questions

I've got a couple of questions about Dragonball, hope you can answer them.

1. What is the purpose of that intermission in the Dragonball episodes when Oolong and Goku spins that umbrella.

2. Who is actually performing the feat, the one who spins the umbrella and catches(?) the balls with it or the one who throws the balls and manages plant them on the umbrella?

3. Is there a site on the internet where I can check the "power levels" of each character throughout the progress of the series? (you know, when they attribute a number to the fighting skills of a character)
Like, how powerful was Krillin, Yamcha, Goku etc, when they entered the World Martial Arts Tournament? And how powerfull they were in the Dragonball Z series, that sort of thing.

4. What "Kame" means on the house of Master Roshi?

5. Once I've seen a japanese speaking episode of Dragonball briefly and Goku (he was an adult) had an awfully thin voice. Why is that?
